The U.K. government has confirmed its selection of the high-temperature gas-cooled reactor (HTGR) for Britain’s £170 million (about $236 million) Advanced Modular Reactor Demonstration Program.

Greg Hands, minister for energy, clean growth, and climate change, delivered the news on December 2 via a speech at the Nuclear Industry Association’s annual conference. “Following evaluation of responses received,” Hands said, “I’m pleased to announce today that we will focus on HTGRs as the technology choice for the program moving forward—with the ambition for this to lead to a demonstration by the early 2030s.”

NNL approved: “As we look to the future and the part we play as a scientific superpower, the U.K.’s unparalleled experience in gas-cooled technologies makes HTGRs the common-sense choice for pursuing advanced nuclear,” said Paul Howarth, chief executive officer at the United Kingdom’s National Nuclear Laboratory. “Following announcements already made on financing for the next stage of the Rolls-Royce SMR program and the proposed Nuclear Energy (Financing) Bill to make large-scale plants more achievable, the U.K. is primed once more to be a global leader in nuclear technologies—large, small, and advanced.”

Ontario Power Generation (OPG) has selected GE Hitachi Nuclear Energy (GEH) as its technology partner for the Darlington nuclear new-build project. The companies will work to deploy GEH’s BWRX-300 small modular reactor at OPG’s Darlington nuclear plant, located in Clarington, Ontario.

A recent study of life cycle carbon emissions at the United Kingdom’s Hinkley Point C nuclear plant finds that the facility, now under construction in Somerset, England, is likely to produce less CO₂ over its lifetime than either solar or wind power.

According to the 70-page analysis—prepared by environmental consultancy Ricardo Energy & Environment for NNB Generation Company HPC Limited, the holding company for the Hinkley Point project—lifetime emissions from Hinkley Point C are likely to be about 5.5g CO₂e per kWh. That amount also holds for the proposed Sizewell C plant, the study concludes. (The two 1,630-MWe EPRs at Hinkley Point C are currently scheduled to begin commercial operation in 2026 and 2027.)

In its latest financial nod of encouragement to the U.S. nuclear industry, the Department of Energy has announced awards totaling $8.5 million to five industry-led projects, with the aim of accelerating the commercial deployment of advanced reactors and fuels.

The awards are funded via the Office of Nuclear Energy’s U.S. Industry Opportunities for Advanced Nuclear Technology Development funding opportunity, which, since 2017, has invested more than $215 million in advanced nuclear technologies. Solicitations are broken down into three pathways: first-of-a-kind nuclear demonstration readiness projects, advanced reactor development projects, and direct regulatory assistance.

The nuclear industry’s first 100 percent accident tolerant fuel assembly is in operation at Exelon Generation’s Calvert Cliffs plant, the Department of Energy announced yesterday. The advanced fuel will operate in the reactor for the next four to six years and will be routinely inspected to monitor its performance, the DOE said.

Located in Lusby, Md., Calvert Cliffs houses two pressurized water reactors. Unit 1 is rated at 907 Mwe, and Unit 2 at 881 Mwe.

A trio of Republican lawmakers from Western states—Sens. Dan Sullivan (Alaska), Kevin Cramer (N.D.), and Cynthia Lummis (Wyo.)—held a press conference at the Capitol yesterday to announce the American Energy, Jobs & Climate Plan, a response to what they termed the “Biden-Kerry Green New Deal.” Also in attendance were fellow Republican senators Ted Cruz (Texas), John Kennedy (La.), and Rob Portman (Ohio).

The plan is “an innovative clean energy and climate strategy with the potential to reduce global [greenhouse gas] emissions by up to 40 percent from today’s levels by 2050 and create thousands of jobs for hard-working Americans,” according to a press release from Sullivan’s office.

In April, the Biden administration announced a target of net-zero GHG emissions by 2050, with an interim target of a 50–52 percent reduction from 2005 levels by 2030.

A recently completed feasibility study by Westinghouse Electric Company and Bruce Power concludes that the eVinci microreactor is capable of providing cost-competitive clean energy to decentralized, off-grid markets in Canada.

Doubtless with the intention of influencing some of the many nuclear agnostics expected at next week’s COP26 Climate Change Conference in Glasgow, the International Atomic Energy Agency last week released Nuclear Energy for a Net Zero World.

According to the 73-page report, nuclear power is key to achieving the goal of net-zero greenhouse gas emissions by ensuring a 24/7 energy supply, which provides stability and resilience to electrical grids and facilitates the wider integration of variable renewables, such as wind and solar, needed to drive the clean energy transition.

The Canadian Nuclear Safety Commission has approved the renewal of the site preparation license for Ontario Power Generation’s Darlington new-build nuclear project. First granted in 2012, the license is now valid until October 11, 2031.

Canada’s Bruce Power, operator of the eight-unit Bruce nuclear power plant in Kincardine, Ontario, is undertaking a series of environmental initiatives to help attain its goal, announced in March, to achieve net-zero greenhouse gas emissions from site operations by 2027.

U.S. energy secretary Jennifer Granholm and International Atomic Energy Agency director general Rafael Mariano Grossi met in Vienna yesterday during the agency’s 65th General Conference to launch preparations for the next IAEA International Ministerial Conference on Nuclear Power in the 21st Century, slated for October 26–28, 2022, in Washington, D.C.

The International Atomic Energy Agency has revised upward its projections regarding the potential growth of nuclear power’s capacity for electricity generation over the next three decades. The upward revision is the first by the IAEA since the Fukushima Daiichi accident in 2011.

Released last week, the 148-page report, Energy, Electricity and Nuclear Power Estimates for the Period up to 2050, provides detailed glimpses into possible nuclear futures in North America; Latin America and the Caribbean; Northern, Western, and Southern Europe; Eastern Europe; Africa; Western Asia, Southern Asia, and Central and Eastern Asia; Southeastern Asia; and Oceania. Global and regional nuclear power projections are presented as low and high cases.

U.S. energy secretary Jennifer Granholm and India’s minister of petroleum and natural gas, Hardeep Singh Puri, last week presided over the virtual launch of what the Department of Energy termed the “newly revitalized” U.S.-India Strategic Clean Energy Partnership (SCEP).

The U.K. government last week announced the release of its UK Hydrogen Strategy, predicting thousands of jobs and billions of pounds in investment and export opportunities over the coming decades via the creation of a low-carbon hydrogen sector in Britain.

A flourishing, U.K.-wide hydrogen economy could be worth £900 million (about $1.2 billion) and create over 9,000 high-quality jobs by 2030, according to the government, potentially rising to 100,000 jobs and worth up to £13 billion (about $18 billion) by 2050.

Carbon emission reductions from the power sector are likely to flatline after 2025 unless clean energy innovations and net-zero commitments from utilities pick up steam, concludes a report out this month from ClearPath, a conservative, Washington, D.C.–based clean energy nonprofit organization.

Clear Path to a Clean Energy Future: The Role of Utility Commitments on the Path to 2050 is the inaugural edition of a report to be published annually to track power sector trends and model the impacts of new technologies and policies. For the 2021 analysis, the authors engaged the research firm Rhodium Group to model ClearPath-designed scenarios using RHG-NEMS, a version of the National Energy Modeling System developed by the Energy Information Administration.

In the latest step toward its recently stated goal of achieving net-zero carbon emissions by 2030, Newark, N.J.–based Public Service Enterprise Group, owner of the Hope Creek and Salem nuclear plants, has entered into an agreement to sell its 6,750-MW fossil generating portfolio to newly formed subsidiaries of ArcLight Energy Partners Fund VII—a fund controlled by ArcLight Capital Partners. (ArcLight Capital is a Boston-based private equity firm, founded in 2001 and focused on energy infrastructure investments.) The $1.92 billion deal, announced by PSEG on August 12, is expected to be completed late in the fourth quarter of 2021 or the first quarter of 2022.

Natural Resources Canada, a department of the Canadian government, and Romania’s energy ministry have signed a memorandum of understanding to strengthen cooperation in the civil nuclear realm, including collaboration on CANDU refurbishments and new-build projects in Romania.
